I usually have a refuse room with doors behind a hallway, also separated from the fortress with doors, to create an air chamber. Then I go in and make sure the stockpile only demands things that can generate miasma. I also make sure there are a few dwarfs who only haul. They don’t have any other labors selected. They just haul.

The dropped food produces miasma and I think it's actually impossible to move it without DFHack. So in vanilla DF, provisions are a very bad idea. They aren't all that useful anyway since dwarfs only need to eat 10 times a year or so. Carrying drinks are fine because they don't cause miasma, though they will cause messes and make your cats drunk.
