It was not decided upon at my office and yet here we are on the verge of the count. We talked about having to bring parcel to the clerk desk then just multiplying the number of parcels we had.

Those 100 parcels that you put in mailbox only get you 24 seconds each under rrecs compared to 48 seconds including scan under old mailcount. 100 x 24 = 2400 seconds.
