A brand new solo slooper has that chance of any meg being a ghost. Now for the twist. Take the person on a crew with the highest number of fully complete commendations (level-5). Each commendation that person has completed increases the spawn chance by 0.0015% which seems insanely small.
But if a user completed EVERY trading company commendation in the game (approximately 120 if my count was right), they bump their chances up from 0.05% up to 0.23% (1 in 450).
