This will help with belts crossing, but it will not fully correct bad driving habits. On the later BR-model balers, New Holland started putting a different top rear tailgate roll. I bought a 654 NH baler last year replaced the sledges and slip clutches hoping it would be a decent baler for awhile and it seemed to baled pretty good but now most of the time the string will not start going on the bale unless I get off and pull the end of the string out farther.

The twine can still start, but won’t cut. You need a new gauge. be sure when you get the gauge to also get the large washer to fit over the gauge. Bale density has never been adjusted for 13 years that I have had it, and density seemed good last year. This year, not so good. Bales are soft. Depending on the baler model the tension system relief vavle determines how much pressure is built in the system. 2400 is the maximum pressure for a 648. I copied/pasted 1 solution that might address your balers problem. Another possible cause is the net is not being cut cleanly leaving a long tail which the hay or rolls can catch and start wrapping. You need two things to get a good cut on the net. Brake tension on the net and sharp knives.
