I can confirm that the "They Have Adapted" missions appear on your holodeck once your Vi'dar reaches Tier 9. You don't need to bump it to L45. Just Tier it up to 9. Then, finishing those two missions grants you the 100 BPs needed to unlock the Talios. Typically best PvP crew on an Enterprise nowadays is TOS Kirk/TOS Uhura/Silver Bullet. Best PvP crew on an Augur is going to be a source of BURNING, which ideally is Georgiou, so Georgiou/Ash Tyler/Silver Bullet.
