You may be able to start the Argus campaign after you've unlocked the Broken Shore campaign though. To do this, you start with the quest titled "The Hand of Fate" which Khadgar gives you in Dalaran. It leads you to the Exodar for a scenario. After that is finished you go to Argus on the Vindicaar. SiegmundFretzgau.Pretty sure you get to skip all of that after a certain update. I would say you have to do it on one character to unlock it on alts, but judging from the fact that OP's there, it's likely you just get to go there at any level.
