Spring, the Anti-Slaver city has a Snail House for about 62k - excellent spot (Genesis again, in normal there is usually some wall houses for sale). Has no building materials or iron plates though. You can capture them, but they will simply revert to the control of other world states such as the United Cities, Flotsam Ninjas or even bandits or creatures.
