It appears to have been refinished but not by S&W at some point. A good cleaning and treatment for any rusting and it should make a good shooter. First off, the Model 18 is essentially a 4" Model 17, or K-22. During the last gasp of the "Good" Model 17 (around -5 as I recall) there was a 4" Model 17, but this was after the Model 18 was discontinued. The Model 58 frame isn't grooved for a barrel rib and is also lower than the barrel rib on a target sighted barrel.
