Project Proteus has those capabilities as well. The mod called Npc appearance changer. Was a requirement for hall of creation. Hall of Creation is hidden when I searched it, the reason is "This mod is now obsolete". If it's the same creator, I think the reason was because there is a better alternative, Project Proteus. Oh, thank god.
