Nope, for some reason killing Quil, unlike killing Alfira, doesn't break your Oath. Might be an oversight from the devs. But currently it doesn't break it. I haven't verified this with every Oath, but a lot of them seem to break when 'Hey you just murdered a defenseless innocent'. (Playing as Oath of Ancients didn't break Oath).
