The way I read enlarge/reduce is it's effectively two spells in one prepared place. So you cast enlarge, and can apply twin metamagic to enlarge two targets. Or you cast reduce, and can apply twin metamagic to shrink two targets. It's still just the one casting of the spell, you've just incremented the number of targets from 1 to 2.

Sure, the weapon attacks will miss X% of turns, but Witch Bolt will also miss X% of the time or less (ideally your weapon attack bonus is at least as high as your spell attack bonus.)

Twinned Spell is a pretty powerful ability, so they have to restrict it to certain spells given that it doesn't cost a lot of Sorcery Points relative to it's potential power, but then they add in new spells where the wording doesn't completely match up with existing abilities so they just make rulings that contradict the actual text.
Twin spell makes a spell target 2 creatures which makes it invalid for war caster. There is no order of events to these rules, like you don't only check how many targets the spell will have once and then after that you're free to target more creatures through twin. It all happens at once and all the rules need to be followed at once.
