Twinned Spell is a pretty powerful ability, so they have to restrict it to certain spells given that it doesn't cost a lot of Sorcery Points relative to it's potential power, but then they add in new spells where the wording doesn't completely match up with existing abilities so they just make rulings that contradict the actual text.
